Job Purpose

To plan, develop and implement new and productive Talent Management processes and procedures that will help the University of Sharjah develop and retain high-talent; create and implement training programs; and oversee the development of staff careers by setting performance metrics, evaluating productivity, and creating long-term career plans for staff, as well as facilitating change across people, processes and systems. 

Main accountabilities & expectations
  1. Lead the development and execution of the Talent Management section’s processes and procedures and ensure that they are in alignment with the market’s best practices and UOS’s requirements. As well as analyze, modify and recommend ways to improve current TM procedures.

  1. Monitor day-to-day TM activities and ensure that business processes and workflows are executed correctly and efficiently. As well as ensure that work tasks are distributed between team members fairly and professionally. 

  1. Develop and communicate TM policies, procedures, and tools, provide support to line managers and administrative staff members, and ensure adherence by all concerned stakeholders through awareness sessions and continuous communication. 

  1. Provide leadership to the team members in order to build and develop their organizational capabilities, provide them with development opportunities such as training, coaching, etc., as well as report on their performance. 

  1. Lead the initiation of all phases of the performance management cycle for UoS administrative staff members and ensure each phase is completed correctly and in a timely manner. As well as address any matters of concern and raise them to the HR Committee when needed. 

  1. Develop a mechanism to select and appoint accredited internal and external training providers that serve the development needs of UoS employees and ensure the highest standards of training delivery. As well as oversee the evaluation and assessment process of training providers to ensure satisfactory service quality. 

  1. Liaise with the line managers through various communication methods to obtain the necessary details to help identify functional/specific and professional training activities, in order to develop the annual departmental learning and development plan based on the identified needs. 

  1. Review and approve all submitted departmental learning and development needs forms, and ensure that each plan includes the required budget, courses/activities, delivery dates, fees, etc. 

  1. Implement various evaluation tools that can help measure the effectiveness of learning and development activities/events, such as Activity/Event Evaluation Form, Employee Learning Implementation Plan, Job Rotation/Job Shadowing/Project Role Plan, Pre-Learning, and Post-Learning Assessment, etc. 

  1. Review the learning and development effectiveness reports and identify areas of improvement, as well as coordinate with concerned stakeholders regarding any learning and development issues if any, in order to find suitable solutions. 

  1. Lead TM related projects that help support and improve the department and the University in general, and supervise the project team ensuring each member completes their work tasks accurately and on time. As well as supervise all project phases from requirement gathering to implementation. 

  1. Be the main point of contact with the Human Resources Committee when needed regarding various issues related to TM, such as promotion requests, increments requests, deployment, transfer, exit, etc. 

  1. Prepare various reports, analyses, and statistics related to the Talent Management section when requested.

  • Knowledge of ERP Systems related to HR operations is an advantage. 

  • Ability to handle confidential information with discretion. 

  • High integrity and openness combined with a commitment to good governance. 

  • Inquisitive mind and passion for excellence. 


Preferred Qualification & Experience

  • Minimum of bachelor’s degree in Human Resources, Business Administration, or a relevant discipline. 

  • 12-14 years of UAE experience in a similar role preferably in higher education institutions. 

  • A professional Human Resources certification (such as CIPD, SHRM, etc.) or Master’s Degree in a related field. 

  • Priority to UAE Nationals.
