Job Purpose
|
As Director of Procurement and Supply Chain Department, you are expected to oversee the Procurement and Supply Chain department's activities including central receiving and warehouse operations, implement purchasing practices in accordance with applicable University of Sharjah bylaws and regulations. As well as implement best practices to minimize procurement expenses to help UoS invest in its growth and people.

Main accountabilities & expectations
|
1. Develop workflows and procedures in alignment with the university's policies and regulations, and the requirements of UAE ministry of higher education in order to achieve UOS's vision and mission. 2. Develop and deliver Procurement and Supply Chain strategies in order to provide benefits and financial savings as well as to identify the best suppliers and vendors. As well as control cost and quality, shorten process and delivery time through initiating blanket purchase orders/contracts for certain identified commodity/service areas. 3. Ensure fair and open competitive bid processes by managing complex requests for proposals, evaluation of returned proposals, invitation and selection of vendors and award of contracts. As well as prepare recommendations that are legal, ethical, and demonstrate best value to UoS. 4. Manage the hiring process for the Procurement and Supply Chain department including preparing request to recruit forms, selection and interview process to ensure the best and most suitable candidates are selected for the available vacancies. 5. Negotiate contracts, pricing discounts and pricing agreements with vendors with an emphasis on maximizing value for UoS, and oversees the processing of purchase orders and other procurement instruments. 6. Define and manage key supplier relationships including their evaluation based on a defined criterion in order to deliver the highest performance of procurement and supply chain. 7. Ensure the purchasing process as well as goods and services purchased are always aligned with the University bylaws and regulations whilst ensuring business needs are not compromised. 8. Facilitate communication between the Procurement and Supply Chain Department and other departments, to ensure that any correlated and linked job tasks are completed smoothly and in a timely fashion.

▪ Excellent oral and written communication skills and the ability to prepare professional documents, in both Arabic and English.
▪ Excellent working knowledge of personal computer applications with an emphasis on MS Office applications such as Excel, Word, and Teams.

Desirable Requirements
|
▪ Minimum of bachelor’s degree in Business Administration or a relevant discipline.
▪ More than 15 Years of UAE experience in leadership positions, preferably in higher education institutions.
▪ Professional qualifications in procurement and supply, such as CIPS (Certificate in Procurement and Supply Operations), CSCP (Certified Supply Chain Professional), CLSCMP (Certified Logistics & SCM Professional), etc., are required.
▪ Priority to UAE Nationals.
